First ruling on “catcalling” in the Netherlands

Women are often victims of verbal harassment on the street. Sexually suggestive sayings, whistling, hissing – all of this is referred to as “catcalling”. In the Netherlands, a man has now been convicted for this for the first time.

In Rotterdam, Netherlands, a man has been convicted for the first time of sexually harassing a woman on the street. The court imposed a fine of 280 euros on the 33-year-old, including 180 euros on probation. Sexual harassment in public spaces has been a criminal offense in the Netherlands since July 1st.

According to witness statements, the man sexually harassed a young woman in the center of Rotterdam in August. At first there were comments and shouts, then he ran after her and held her by the hips. Law enforcement officers observed the incident – including the woman's attempt to fight off the man.

“Humiliating and frightening”

The judge found clear words about the man's behavior. It was “degrading, frightening and dishonoring.” Such sexual intimidation creates insecurity and restricts people's freedom of movement, the judge said. “People avoid certain places or dress differently.” The defendant refused to testify in court.

The trial was the first use of the law to combat sexual harassment in public spaces, which came into force in the Netherlands in July. This also includes so-called “catcalling”, i.e. verbal sexual harassment.

Special law enforcement officers enforce the law

In Rotterdam, a targeted investigation will now be carried out for a year to determine whether the new law can actually be enforced. Specially trained law enforcement officers in civilian clothing are on the streets. They can arrest men immediately after sexual abuse, suggestive hissing or gestures that could be perceived as threatening.
