Approval of the Senate is pending

Schumer had previously announced that the Democrats in the Senate agreed to reject the draft of the Republicans for a budget by the end of September. Instead, he brought a household solution into conversation for 30 days. Now Schumer rowed back.
Democrats disagree
The Republicans have a majority in the 100-member Senate with 53 seats. However, at least 60 senators in this congress chamber have to agree to bring the budget draft to vote at all. This requires a few votes from Democrats.
How many Senators Schumer's argument will follow and the necessary majority will come about is still open. Among the Democrats in the Chamber is very controversial how the party should best do. Some see a blockade of the household as a means of resistance to Trump's course in the government.
